Abstract

The interest for the conception of systems had special diffusion when approximately in 1950 it appeared the "General Theory of Systems" in which Kenneth Boulding got to differentiate the multiple uses and applications of this concept in all the disciplines. This allowed to have a general theoretical framework of common use, with a unique language that favored the identification of interdisciplinary knowledge, distinguishing two large classes of system according to their relationships: "open and closed", and "natural and artificial".
By Health System it is understood, a set of instruments and decisions of one, that assigns social functions and at the same time resources, to reach the objective of protecting and restoring the health of a benefited population.
Applying systems theory, we identified that for a "health system" to exist, resources (physical, human and financial) must be assigned, and a technical administrative process that coordinates this set of elements in order to cover the demand for services to be defined. community.
