OPEN ACCESS POLICY UTEC
Universidad Tecnológica de El Salvador, as a non-profit Higher Education Institution, and aware that the digitization of content, Internet access, and innovation have been some of the pillars that enhance it; specially used for the visualization of scientific academic production, but also as a consumer of information, it wishes to share its academic production, through an open access policy, which allows the development of teachers and researchers, so that they publish either through their magazines or its Institutional repository.
Since 2010, we have been committed to developing and enhancing open access through the repository, calling it MINDS @ UTEC, which was born with the philosophy of making academic production available to the public, (My Research at the Disposal of Society); hosting in Open Access, the production of the different academic areas and the results of their research, with the aim of supporting learning, teaching, research and continuous training.
Due to this social commitment, through this policy, it expresses its support for the declarations issued internationally in favor of Open Access to the scientific community, and therefore adheres to the following declarations:
- Declaration of Budapest Open Access Initiative (BOAI) 2002
Initiative that aims to provide the public, free and unrestricted access to academic research, to favor research and readers, an extraordinary power to find and use relevant literature, and offering authors and their works a new visibility, readability and impact, vast and measurable.
- Declaration of Bethesda Statement on Open Access Publishing 2003
This declaration provides conditions and considerations to open access, and encourages publication in free open access, in order to reduce costs, and as a contribution to the community.
Which expresses its philosophy by saying: “Open access means that scientific literature must be free and publicly accessible on the Internet, so that interested parties can read, download, copy, distribute, print, search, reference and use the full texts. in any conceivable legal way, without financial, legal or technical barriers beyond those connected to Internet access itselfâ€.
- San Francisco Declaration on Research Assessment (DORA) 2012
In the words of the organizers "There is a pressing need to improve the way in which the results of scientific research are evaluated by funding agencies, academic institutions and others".
The previous statements, also recognized by Latindex, an entity to which we belong as a country representative, and through which the publication of academic scientific journals is evaluated under quality criteria, a commitment acquired to increase the visibility of national scientific production.
Finally, the Plan S:
Declaration of the European Scientific Council (ERC - European Research Council) (Plan S). In 2018 the plan S was born with the dream of "Making full and immediate open access a reality", and issues a plan towards 2021, so that all academic publications on the results of research financed by public or private grants provided by research councils and organizations national, regional and international funding agencies, should be published in open access journals, on open access platforms, or made available immediately. through repositories and technically guide the implementation of the plan, its objectives and scope, its compliance, rights and licenses, collaborative research, transformative arrangements and its strategies, support for open access journals and platforms, assessing the quality and the importance of them, in addition to requiring transparency of costs and prices of some services, the form of review, compliance and penalties, among other parameters that guarantee the implementation of the plan; plus some recommended criteria for repositories.
In this context, Universidad Tecnológica de El Salvador will favor the deposit in its Institutional Repository MINDS @ UTEC, the results of its academic, scientific, anthropological and research production, urging its entire community to review the recommendations to promote dissemination in open access to said publications, adopting the following policies:
In the first place, Universidad Tecnológica de El Salvador considers it necessary to start with the following commitments:
- Respect and ensure that the intellectual property rights and confidentiality of deposited publications are respected, even though the digital deposit in the Institutional Repository will imply the transfer, in a non-exclusive way, to the University of the exploitation rights of the intellectual property of the work, necessary for this purpose; You are aware that the moral rights over the work correspond to the author and are categorically inalienable and inalienable.
- Guarantee and prioritize the preservation and perpetual access of digital files, ensuring the preservation of digital objects, and ensuring the integrity and quality of the metadata provided by its technical staff.
- Increase the visibility and interoperability of documents by incorporating them into academic search engines, portals, directories or harvesters.
- To seek the incorporation of quality criteria, stipulated in the publication and research policy of the University, of the scientific and academic research and stored social projection activities.
- That the repository complies with international criteria in order to collaborate with the dissemination, visualization and impact.
- Provide advice and technical support in order to facilitate the deposit of your documents, through the Library System staff.
Deposit policy:
- All the research results of the teaching and research staff financed by the University, or by grants or subsidies from the different programs in which the university participates, will be deposited in the institutional repository.
- The editorial policies of the University must be respected in their entirety, in the documents considered to be incorporated into the repository.
- A copy of Books, magazine articles, research results, report documents, lectures, educational and learning materials, book chapters, digital objects and others developed by members of the university community will be deposited.
- The graduation documents, and research products that result from the fulfillment of the forms of completion of study in the different modalities, that comply with the editorial policies of the university.
All the provisions issued will be understood without prejudice to agreements made by the University before third parties, and will be separated from publications that are susceptible to protection, according to the criteria of this study house.
This policy will take effect as of 03-01-2020
